Open SureSignal - Seil island Hall

It appears from reading the Community Council minutes from July that while the Open SureSignal sites at the T&T, Balvicar Stores, Cuan (Ferry Terminal) and the surgery all have gone through on the nod as 'permitted developments' the application for a femtocell at the Hall has been refused.

Does anyone know why? This would seem to me to be a key location to ensure a good signal.
